Professional Licensure via Independent Application Checklist

When using a FSU M.Ed. degree to apply for a licensure action which is not listed under the approved actions, you must apply independently to Massachusetts Department of Elementary and Secondary Education.  Please hold onto syllabi and course documents, in the event that additional information might be requested.  Please follow instructions below. 

Applying for Your License

  1. Order an official copy of your transcript from Framingham State University. On the request form, indicate that you want the transcript sent to your home address, after you've completed your degree. Once you receive the transcript, do not open it.

  2. Go to the Licensure area at the Massachusetts Department of Elementary and Secondary Education web site. Log on to your ELAR profile area and select the option to Advance to the next level license. Follow the prompts to update your education information. Then, use the following to apply for your Professional license:

  3. When asked which route you are following, select the option which indicates completion of 12 credits of graduate level courses in the academic discipline appropriate to the instructional field of the Professional license sought.  Please note that this is different than the approved 12-credit non-degree program.  Complete the remaining screens to apply for your license.
  4. In addition to your master's degree, you must also provide verification of three years of employment under the Initial license you are advancing to Professional and completion of the required induction and mentoring activities. 
  5. If you have had a name change (e.g. marriage, divorce, other legal proceeding) while      in (or after) your licensure program, you must submit a name change form with      appropriate documentation of the name change to the DESE.
  6. Please print and submit a copy of your current license.
  7. Please be sure to label all items with your license number.
  8. Please print from the FSU website and submit the following:

To expedite the licensing process, please make sure you have:

  • set up your ELAR profile,
  • applied for the license,
  • paid for the license,
  • labeled all items with your license number

Please send your transcript and employment verification form to the address below.  If necessary, please include a name change form with appropriate documentation of the name change.
