American Rescue Plan Higher Education Emergency Relief Fund 3 (HEERF3)

Quarter 1 2022 Disclosure

Framingham State University has received funding from the Higher Education Emergency Relief Fund (HEERF 3) under section 2003 (a) (1) of the American Rescue Plan (ARP), Public Law 117-2.  Some of this funding will be used for emergency grants to students and can cover expenses due to the disruption of campus operations from COVID-19 or any expense in the institution’s cost of attendance.  Such expenses may include tuition, fees, housing, food, books and supplies, technology, health care, or child care.

Framingham State University is required to disclose the following information to the public regarding our funding from the HEERF 3:

  1. We acknowledge that we have signed and returned to the U.S. Department of Education the HEERF Certification and Agreement. We intend to use $5,680,487 of the funding we received on emergency grants to students.
  2. We have received $5,680,487 to be used for Emergency Financial Aid Grants to students.
  3. As of March 31, 2022, we have distributed $5,674,370 in Emergency Financial Aid Grants to students. During this quarter, we distributed $2,559,770 to students.  This website will be updated as we distribute additional funds to students.
  4. At this time, we estimate that 11,947 students are eligible to receive Emergency Financial Aid Grants to students under the HEERF 3 fund of the American Rescue Plan. Please note that the actual number of students receiving emergency grants may be different.
  5. As of March 31,2022, we have distributed Emergency Financial Aid Grants to 2,855 students. During this quarter, we distributed Emergency Financial Aid Grants to 2,360 students, some of whom had also received HEERF 3 grants in a previous distribution.  This website will be updated as grants are awarded to students.
  6. To date, we have awarded grants using the following criteria:
    • To prioritize exceptional need, $1,000 grants were awarded in August 2021 to undergraduate students with expected family contributions from 0-5846 (according to the 2021-2022 Free Application for Federal Student Aid -FAFSA) that were enrolled half time or full time during the spring 2021 semester and did not graduate in May 2021. These grants were awarded retroactively to assist with room and board expenses during the spring 2021 semester.
    • $1,000 grants were awarded to students with expected family contributions from 0-5846 (according to the 2021-2022 FAFSA) who enrolled half time or full time for the fall 2021 semester and had not already received a HEERF 3 grant at that time (except for grants awarded as a result of the application). These grants were awarded to assist with room and board expenses.
    • $800 grants were awarded to students with expected family contributions over 5846 (according to the 2021-2022 FAFSA) who enrolled half time or full time for the fall 2021 semester. These grants were awarded to assist with room and board expenses.
    • $200 grants were awarded to students who filed a 2021-2022 FAFSA and enrolled in one class for the fall 2021 semester to assist with tuition and fee expenses.
    • Starting in November 2021, we used an Emergency Grant Application to award additional HEERF 3 grants to students. Students who apply for the grant and whose applications are approved may receive a $1,500 grant if they filed a 2021-2022 FAFSA and have an EFC between 0 and 5846.  Students who did not file a 2021-2022 FAFSA or who filed a 2021-2022 FAFSA and have an EFC over 5846 may receive a grant of $1,000, depending on funds available at the time of application.  Student EFC is also determined at the time that the grant is awarded.  Students may be awarded HEERF 3 grants for an element of the cost of attendance, or for COVID- 19 related expenses such as health care, or for expenses incurred as a result of the disruption of campus due to the coronavirus pandemic.  Students had the option using this application to authorize the institution to credit funds to their Student Account.
    • Grants of $1,110 were awarded to students with expected family contributions from 0-5846 (according to the 2021-2022 FAFSA) who enrolled half time or full time for the spring 2022 semester. These grants were awarded to assist with room and board expenses.
    • Grants of $1,000 were awarded to students with expected family contributions over 5846 (according to the 2021-2022 FAFSA) who enrolled half time or full time for the spring 2022 semester. These grants were awarded to assist with room and board expenses.
    • $200 grants were awarded to students who filed a 2021-2022 FAFSA and enrolled in one class for the spring 2022 semester to assist with tuition and fee expenses.
  7. Students that received Emergency Financial Aid Grants from HEERF 3 of the ARP based on filing a 2021-2022 FAFSA were notified in writing of their eligibility for the grant, the amount of the grant, and the component of the cost of attendance that it was awarded for. When the HEERF 3 Application became available, active students were notified via email that the application is available to be completed.  The application was sent to students via email and is also available from the Financial Aid Office.  Students are notified via email when their application for funds has been approved.

  5. As of December 31, 2021, we have distributed Emergency Financial Aid Grants to 2,692 students. During this quarter, we distributed Emergency Financial Aid Grants to 627 students, some of whom had also received HEERF 3 grants in a previous distribution.  This website will be updated as grants are awarded to students.

    • $200 grants were awarded to students enrolled in one class for the fall 2021 semester who did not already receive a HEERF 3 grant to assist with tuition and fee expenses for the fall 2021 semester.
    • We will continue to monitor new 2021-2022 FAFSAs as they are received and award emergency grants to students who are enrolled for the fall semester, have not yet received a HEERF 3 grant, and qualify for grants using the above criteria. We will also determine new criteria for awarding the remaining funds.
  7. Students that received Emergency Financial Aid Grants from HEERF 3 of the ARP were notified in writing of their eligibility for the grant, the amount of the grant, and the component of the cost of attendance that it was awarded for. Students did not need to complete an application (aside from the 2021-2022 FAFSA) to receive the funds.

  5. As of June 30, 2021, no students have yet received Emergency Financial Aid Grants to students from HEERF 3. This website will be updated as grants are awarded to students.
  6. We are still determining the method we will use to award students and the amount that each student will receive from HEERF 3.
  7. We will provide instructions to students on receiving Emergency Financial Aid Grants to students under HEERF 3 as soon as we have determined a process and methodology for these awards.
